Shipping Pokemon cards from Japan to the US in 2026: the tariff, the fees and what a box costs landed
The shipping from Japan to the US tariff on Pokemon cards is 12.5% of value as of October 2026; the $800 duty-free limit is gone. Fees, Japan Post, landed cost.
As of October 2026, Pokemon cards shipped from Japan to the US pay 12.5% duty on declared value. The $800 de minimis exemption ended on 29 August 2025. Trading cards are HTS 9504.40, normally duty-free, and the Section 301 action of 24 July 2026 tops Japan up to 12.5%. Japan Post resumed US parcels on 14 April 2026 with duty prepaid through a CBP-approved app. EMS for 500 g is ¥3,900 (about $25), so a ¥6,000 booster box lands at about $67 to $76 plus the app fee.
As of October 2026, the shipping from Japan to the US tariff on Pokemon cards is 12.5% of the declared value, and the $800 duty-free allowance is gone. Trading cards are playing cards (HTS 9504.40), normally duty-free, but the Section 301 action of 24 July 2026 tops goods from Japan up to a combined 12.5%. Japan Post is shipping to the US again with the duty prepaid before the parcel leaves Japan, and EMS for a 500 g box costs ¥3,900 (about $25).

12.5% of ¥6,000 ($37.97 at ¥158 to the dollar, Federal Reserve H.10, 16 October 2026). Postage and the prepay app's fee come on top.
What happened to the $800 de minimis exemption?
It is gone for everyone, not just Japan. Executive Order 14324, signed on 30 July 2025, suspended the de minimis exemption (19 U.S.C. 1321(a)(2)(C)) for all countries from 12:01 a.m. on 29 August 2025. Before that date, a parcel worth $800 or less entered the US with no duty and no customs entry.
The order leaned on IEEPA, the emergency powers law. On 20 February 2026 the Supreme Court ruled in Learning Resources v. Trump that IEEPA does not authorize tariffs, but CBP notes the ruling did not touch the de minimis suspension, and Executive Order 14388 continued it the same day. On 24 June 2026 CBP published a rule making the suspension for mail indefinite and creating a new electronic informal entry for postal items worth $2,500 or less.
One exemption survived: a bona fide gift worth $100 or less, sent person to person, still passes free. A card you bought is not a gift, whatever the sender writes on the form.
How much is the tariff on Japanese Pokemon cards now?

The classification is settled. CBP ruling N359352 of 16 March 2026 classified three Japanese Pokemon cards imported as collectibles under 9504.40.0000, as game pieces of the Pokemon Trading Card Game rather than printed matter. The general rate is free; the ruling warns that Chapter 99 additional duties may also apply, and that is where the 12.5% comes from.
The 12.5% replaced two earlier regimes. After the Supreme Court decision, a 10% global surcharge under Section 122 of the Trade Act of 1974 ran its maximum 150 days and expired at midnight on 23 July 2026. The Section 301 tariffs started at 12:01 a.m. on 24 July 2026; for Japan, South Korea and Switzerland the rate is a combined 12.5% that includes any normal duty the item carries. Because playing cards are duty-free, the whole 12.5% is Section 301.
Postal parcels did not escape. Zonos, a CBP-approved duty collector, notes that from 24 July 2026 “normal duties (MFN, Section 232, Section 301, etc.) apply to postal shipments for the first time.”
How are the duties collected, and who pays?
Two words on the label decide whether you get a surprise bill.
DDP (delivered duty paid): the sender pays the duty, plus the carrier’s fee for handling it, before shipping. You owe nothing at the door.
DDU (delivered duty unpaid): the carrier advances the duty to CBP and bills you before release, adding its own fee.

CourierRelease and deliveryPayment is required before the parcel moves on.
The fees are not small on a one-box order. DHL’s 2026 Japan rate guide prices its Duty Tax Paid option (sender pays) at 2% of the duties and taxes, minimum ¥3,300 (about $21); DHL’s US receiver page names a “DHL Advance Payment” surcharge without printing the amount. FedEx’s US disbursement fee rose on 20 July 2026 to the greater of $17.50 or 2.5% of duty and tax, per a shipping-platform notice (FedEx’s own page refused our automated check). UPS’s Japan guide for Worldwide Economy charges ¥9,070 per package above $800 declared value, plus 10% of the duties when its landed-cost estimate is used.
Mail is different. When USPS collects duty on delivery, its Customs Clearance and Delivery Fee is $9.35 per dutiable item (Notice 123, effective 4 October 2026). But Japan Post parcels now arrive with the duty already paid, which is the next section.
Every dutiable item needs electronic customs data before it leaves Japan. For a Japan Post parcel to the US, the duty is paid and the DDP label printed from the sender's app before the parcel reaches the counter.

Does Japan Post EMS ship to the USA again?
Yes, with conditions. Japan Post suspended US-bound goods on 27 August 2025, two days before the de minimis suspension, because CBP’s guidelines required postal operators to deposit duties in advance and, in Japan Post’s words, the procedures were unclear. It resumed accepting items for the US on 14 April 2026 at designated post offices, and on 24 July 2026 raised the ceiling for prepaid items from $800 to $2,500.

The sender prepays through an app from a company on Japan Post’s certified list, “qualified parties approved by the CBP.” Zonos is one of them: its Prepay app calculates the US duty, takes payment in yen, generates the DDP label for the sender to print, and charges a per-shipment postal clearance fee that it shows in the app but does not publish. Items worth more than ¥200,000 (about $1,250) also need a Japanese export declaration.
Japan Post’s service chart, updated 23 October 2026, marks EMS, air parcels and air letter-post (small packets) all as accepted for the US, with electronic advance data mandatory for dutiable items. Shop blogs saying “EMS only” describe their own checkouts, not the chart. CBP’s Entry Type 13 filing for postal items under Section 301 duties becomes mandatory on 20 January 2027; nothing changes for mail before then.
Only designated post offices accept dutiable items for the US. Japan Post lists them by region and says the list is growing.

Insurance: EMS covers loss or damage up to ¥20,000 at no charge, and each further ¥20,000 of cover costs ¥50, up to ¥2,000,000 (Japan Post). DHL’s shipment insurance is ¥2,500 or 1.2% of the insured value, whichever is higher (DHL 2026 Japan guide). The free EMS cover is more than a retail-price box is worth; for graded cards, buy the extra cover.
Delivery time: Japan Post’s Tokyo table prints average EMS days for most countries (five to the UK, six to Vancouver) but for the US sends you to its lookup tool, and warns customs can add days. DHL’s guide likewise points to its capability tool for a per-address transit time.
Weigh the packed parcel, not the box. EMS prices in 500 g steps, so a padded mailer can move a box from the ¥3,900 band to the ¥5,300 band.

Worked example: what does one booster box cost landed in Los Angeles?
Sample: one sealed 30-pack booster box from a set released from May 2026, at the suggested retail price of ¥200 a pack (pokemon-card.com notice of 30 January 2026), so ¥6,000 a box (PokeGuardian, 30 January 2026). Sent EMS from Tokyo to Los Angeles with duty prepaid. Yen at ¥158.

If the packed box weighs in under 500 g, postage drops to ¥3,900 ($24.68) and the landed total to $67.40. Market prices for hot sets run well above ¥6,000, and the duty scales with the price you actually paid; see are Pokemon cards cheaper in Japan for the shelf-price comparison.
The same box by DHL Express Worldwide at list rate: $37.97 box, $134.18 postage at 0.5 kg, $4.75 duty, and the ¥3,300 ($20.89) Duty Tax Paid minimum, about $198 before fuel surcharge. Couriers earn their price on a 2 kg lot of boxes or a four-figure graded card, not on one box.
What if you are not in the US?
The numbers above are US rules. A quick look at the other big destinations, as of October 2026:
United Kingdom: VAT is charged on all goods sent to Great Britain except gifts worth £39 or less; sellers usually include it in the price up to £135, and above £135 you pay the delivery company. Customs duty applies only over £135 (GOV.UK).
European Union: the €150 duty-free threshold ended on 1 July 2026, replaced by a temporary flat €3 duty per item line on the customs declaration; import VAT already applied from €0 (Avalara, citing Council Regulation (EU) 2026/382).
Canada: duties and taxes apply to mailed goods over the CAN$20 exemption, and Canada Post adds a handling fee on dutiable items (CBSA, page updated 25 November 2025).
Australia: the Australian Border Force “Buying online” page sets out the thresholds; it blocked our automated check, so we are not quoting a figure.
Is there still an $800 duty-free limit on packages from Japan?
No. Executive Order 14324 suspended the de minimis exemption for every country from 29 August 2025, and CBP's June 2026 rule made the suspension for mail indefinite. Only bona fide gifts worth $100 or less still pass duty-free.
How much is the tariff on Japanese Pokemon cards?
12.5% of the declared value as of October 2026. Trading cards are HTS 9504.40 (playing cards), which has a normal rate of free, and the Section 301 action of 24 July 2026 tops goods from Japan up to a combined 12.5%.
Does Japan Post EMS ship to the USA?
Yes. Japan Post resumed US-bound items on 14 April 2026 at designated post offices, with duties prepaid through a CBP-approved app before the item is accepted. Documents and gifts of $100 or less need no prepayment.
How long does shipping from Japan to the US take?
Japan Post does not print a single figure for the US. Its rates-and-delivery lookup gives the estimate for your origin and destination, and customs can add days. DHL's 2026 Japan guide also points you to its capability tool rather than printing a day count.
Who pays the customs fees, me or the seller?
It depends on the terms. DDP means the sender prepays the duty and any carrier fee, so nothing is owed at the door. DDU means the carrier pays CBP for you and bills you the duty plus a handling fee before delivery. Japan Post items under $2,500 must now go DDP.
